Important Information about Manchester’s 8th District Merger

Water/Sewer Bills:

After July 1, 2023, the Manchester Water and Sewer Department will assume the sewer system assets and maintenance of the former 8th District Utilities. Customers in the 8th District will receive invoices that include both water and sewer charges from the Manchester Water and Sewer Department. Sewer charges will be based on water consumption, and invoices will be prorated for the first quarter.

Please note, that the 8th Utilities District offices are closed and there will be no future sewer or tax bills from their offices.

Tax Bills:

Tax bills will be mailed on June 30th. Payments are due by August 1, 2023, to avoid interest. There is no fee to pay Motor Vehicle  taxes online.

Due to the 8th Utilities District and South Fire Merger, there will no longer be separate mill rates for the fire districts beginning with the 2022 Grand List.

The Town’s October 1, 2022, Grand List

  • General Fund mill rate is 37.20 (District T)
  • Downtown Special Services District mill rate of 2.87, resulting in 40.07 (District S).
  • The State of CT capped the motor vehicle mill rate at 32.46.
