Contract Summary

The Town of Manchester Department of Public Works, Engineering Division proposes the replacement of an existing traffic control signal and the removal of existing channelizing islands.  Project also includes other appurtenant work such as the installation of concrete sidewalks and ramps, minor storm drainage construction, bituminous concrete milling and resurfacing, installation of pavement markings, and restoration of lawn areas.

Green Pavement

This project will also introduce the use of "Green Pavement" for portions of designated bicycle lanes in the vicinity of the intersection.  Green Pavement enhances the conspicuity of the bicycle lanes by providing enhanced visual cues to other roadway users of where to expect bicycle riders while passing through this busy intersection. The proposed bicycle lanes will:

  • Match into those installed under the Adams Street Pavement Rehabilitation Project to the south.
  • Match into bicycle lanes being provided on Tolland Turnpike and North Main Street to the east (not formally marked/designated at the time of this project).
  • Match into bicycle lanes being installed under 2022 Paving Contract #2 on Buckland Street between Tolland Turnpike and the I-84 Eastbound Off-Ramp.
  • Provide a future connection and accomodation for bicycle lanes under consideration for Tolland Turnpike between Buckland Street and the East Hartford Town Line (See Tolland Turnpike Pavement Rehabilitation Project for more information).

Bus Stops

Bus stop areas to be enhanced on the eastbound and westbound legs of the intersection.  Bus stops will accommodate the CT Transit articulated bus, provide for elevated loading (at curb height), and provide new bus shelters. This intersection is served by three major bus routes and is a gateway to the Buckland Hills Commercial Area.

Traffic Control Features

Advance Traffic Control features to be included are:

  • Inclusion in the Town's closed-loop Adaptive Signal System
  • Conditional No Turn On Red/Right-Turns Yield to Pedestrian signing during pedestrian walk phases
  • Leading Pedestrian Interval with concurrent pedestrian walk phasing
  • Advanced video detection system, including use of the Bike Box safety feature to extend and hold green phases allowing for safe passage of bicycles between conflicting phases
  • Accessible pedestrian signals including countdown indications and ADA compliant sidewalk ramps

This project is grant funded through the Connecticut Department of Transportation's Local Road Accident Reduction Program (LRARP) under State Project No. 0076-224. Design and Construction Inspection by the Town of Manchester Engineering Division.
