The Town of Manchester Community Development Block Grant (CDBG) program, administered by the U.S. Department of Housing and Urban Development (HUD), provides an annual grant which supports a variety of projects and activities to benefit Manchester residents. Communities participating in the CDBG program have a great deal of discretion regarding the use of grant funds as long as proposed projects and activities:
- meet one or more national objectives;
- are eligible according to HUD guidelines; and
- at least 70% of the grant funds expended benefit low and moderate income residents.
The Town has adopted the following community development goal to determine how CDBG funds will be allocated:
To preserve, improve and revitalize our older neighborhoods, where housing and other needs are greatest and broadest, so they will continue to be livable and attractive neighborhoods.

TOWN OF MANCHESTER
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
In accordance with HUD regulations found at 24 CFR 91.520, the Town of Manchester must submit a Consolidated Annual Performance and Evaluation Report (CAPER) to the Department of Housing and Urban Development (HUD). This report describes activities funded through the Community Development Block Grant (CDBG) during the 49th Program Year that ran October 1, 2023 – September 30, 2024.
The CAPER public comment period begins December 6, 2024 and ends December 20, 2024. The draft CAPER will be available on the town website at https://www.manchesterct.gov/Government/Departments/Planning-and-Economic-Development/Community-Development-Block-Grant. A copy can be emailed or mailed upon request by calling 860-647-3044. Public comments will be accepted via email to hguerette@manchesterct.gov or in writing to the Manchester Planning Dept, P.O. Box 191, Manchester, CT 06045-0191 until 4:30 p.m. on Friday, December 20, 2024. The CAPER, along with public comments pertaining to the report, will be submitted to HUD by December 27, 2024.
A hybrid public hearing for residents and community organizations to review and comment on the 2023-2024 CAPER will be held Wednesday, December 18th at 11:30am in the Lincoln Center Hearing Room, 494 Main St. Persons who wish to attend virtually must submit a request to hguerette@manchesterct.gov. Only those who submit a request will receive a link to join the virtual meeting.
