The Town of Manchester Community Development Block Grant (CDBG) program, administered by the U.S. Department of Housing and Urban Development (HUD), provides an annual grant which supports a variety of projects and activities to benefit Manchester residents. Communities participating in the CDBG program have a great deal of discretion regarding the use of grant funds as long as proposed projects and activities:
- meet one or more national objectives;
- are eligible according to HUD guidelines; and
- at least 70% of the grant funds expended benefit low and moderate income residents.
The Town has adopted the following community development goal to determine how CDBG funds will be allocated:
To preserve, improve and revitalize our older neighborhoods, where housing and other needs are greatest and broadest, so they will continue to be livable and attractive neighborhoods.

2025-2026 Community Development Block Grant Program Year (CD035)
The application period for the 2025-2026 Community Development Block Grant (CDBG) program year has begun. Applications received before the deadline (Friday, March 21st at 4:30pm) will be considered for the upcoming funding period that begins October 1, 2025.

PUBLIC NOTICE TOWN OF MANCHESTER
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
Public hearings will be held to discuss the Town’s 2025-2029 Consolidated Plan and 2025-2026 Action Plan on:
Monday, February 3rd, 2025 @ 11:00am and
Wednesday, February 5th, 2025 @ 5:30pm
Lincoln Center Hearing Room, 494 Main Street and Online
The Town is seeking resident input on housing and community development needs in Manchester, with a focus on our older neighborhoods. The Consolidated Plan outlines goals and priorities for how Community Development Block Grant (CDBG) funds should be spent to provide the following, with a focus on low- and moderate-income residents:
DECENT HOUSING, including...
- assisting homeless persons/persons at risk of becoming homeless;
- retaining and expanding the affordable housing stock;
- improving housing conditions
LIVING ENVIRONMENT, including...
- improving the safety and livability of neighborhoods;
- increasing access to facilities and services;
- restoring and preserving historic properties.
ECONOMIC OPPORTUNITIES, including...
- job training and retention for low-income persons;
- public employment services;
- self-sufficiency for persons in federally assisted housing.
The Action Plan will outline the use of CDBG funds from 10/1/2025 – 9/30/2026 (program year 51). The Town expects similar funding to the current year’s allocation of $565,198. The Board of Directors may also consider reprogramming $45,324.13 of unexpended program year 46 funds. Examples of eligible activities include housing rehabilitation, public facility improvements and public services.
