The department offers a wide range of programs and services to help companies with financing options, workforce training support and business expansion.

The Connecticut Department of Revenue Services (DRS) administers various tax programs, including income, sales, and use taxes, to ensure compliance and smooth business operations. The Connecticut Small Business Development Center (CTSBDC) is a partnership between the U.S. Small Business Administration, the Connecticut Department of Economic and Community Development and the University of Connecticut. CTSBDC provides no-cost advising services to small businesses throughout the state and specializes in all aspects of business formation, management and growth including access to capital, business plan development, financial management, operations and marketing.

The Downtown Manchester Special Services District (DMSSD) is a special taxing district, or business improvement district, dedicated to enhancing the vibrancy of Downtown Manchester. The DMSSD supports property owners and business lessees by managing parking in the district, facilitating district marketing, and promoting businesses. Funded by a special property tax and parking fees, the District ensures accessibility for patrons, residents, and employees while maintaining a clean and welcoming downtown environment. Additionally, the DMSSD hosts events and collaborates with local organizations to strengthen community connections. The Board of Commissioners oversees the District’s operations, enforces policies, and represents constituents’ interests to the Town of Manchester.

WORK_SPACE, owned and operated by the Town of Manchester, is a coworking, meeting, and gallery space located in Downtown. Supporting start-ups, consultants, artists, non-profits, and entrepreneurs, WORK_SPACE offers flexible coworking environments, diverse meeting spaces, and engaging art galleries. The 5,000 sq. ft. historic building features rotating art exhibits and hosts programs that promote cultural events, professional development, and community engagement.
