Passports

Passport Services at the Town Hall in Manchester CT are currently by appointment only and limited to one customer per appointment. For current updates from the Dept. of State, including PROCESSING TIMES, which are subject to change at any time, visit travel.state.gov, which is the official website for the US Dept. of State.

The Customer Service & Information Center at the Manchester Connecticut Town Hall has been designated as a Passport Acceptance Facility by the U.S. Passport Agency, which means that we are authorized to accept and process the applications, before forwarding them to the U.S. Passport Agency for issuance of passports.

U.S. passports are only issued to U.S. citizens or nationals. Each person must personally appear in the Customer Service & Information Center to apply for his or her own passport. *Children under 16 must appear in person along with both parents.

Passport Services

Step 1.Print Applications from travel.state.gov only! This is the official website for the US Dept. of State.
Complete the application in black ink, but do not sign it; must be signed in the presence of the Passport Acceptance Agent at the Customer Service & Information Center.

Per the Dept. of State: If the applicant makes an error on the DS-11 form, they must complete a new DS-11 form. Corrections made with white-out, crossing out the incorrect information, writing the correction on top of the error, etc., are not acceptable.

Step 2.Proof of Citizenship:

Long form Certified Birth certificate with raised seal and which list the parents' names are mandatory for all applicants, (birth certificate must be from town where you were born, not from hospital, and not Record of Birth),
OR Naturalization/Citizenship document, (and Proof of parental relationship for minors),
OR Adults who have an undamaged passport, and do not qualify to renew by mail, may use their passport book as proof of citizenship instead of the Birth Certificate.

Step 3.When submitting a Certified Birth Certificate or Naturalization/Citizenship document as proof of citizenship, you must also bring a photocopy of said certificate to your appointment.

 (front and back, single sided). Please note: Town Staff are not allowed to make these copies.

Step 4.Driver's License or other form of State or Government issued photo Identification (work badges, and check cashing cards are not acceptable). Per the Dept. of State: Digital driver licenses are not acceptable when applying for a passport.

Step 5.One passport photo - 2" X 2", official passport photos only.

Step 6.Passport book fees.

Separate check or money order required for each passport.

$130.00 check or money order (no cash; no starter checks) for ages 16 and older payable to "U.S. Dept. of State" (effective Dec. 27, 2021)

$100.00 check or money order (no cash; no starter checks) for children under 16 years of age made payable to "U.S. Dept. of State" (effective Dec. 27, 2021)

$35.00 processing fee payable to "Town of Manchester" by check, debit, MC, or VISA.

Passport cards are also available for an additional fee. Please visit travel.state.gov for additional information.

Expediting available for an extra $60.00 per application, check or money order (no cash) made payable to "U.S. Dept of State". Expedited Passport processing currently takes 2-3 weeks

**IF YOU DO NOT BRING ALL OF THE REQUIRED ITEMS, YOUR APPOINTMENT WILL NEED TO BE RESCHEDULED.**

*FOR CHILDREN UNDER 16 YEARS OF AGE - Children and both parents need to be present. Parents need to sign application in front of Acceptance Agent. Both parents must provide proper identification.

ROUTINE PROCESSING OF PASSPORTS CURRENTLY TAKES 4-6 WEEKS. ONCE THE APPLICATION LEAVES THE CUSTOMER SERVICE & INFORMATION CENTER, THERE IS NOTHING THAT OUR STAFF CAN DO TO EXPEDITE THE APPLICATIONS.
