Starting a Business in Manchester
Starting a business in Manchester involves several key steps, outlined on this page, to ensure a smooth process and access to valuable resources for a successful launch.
1. Develop a Business Plan
A well-crafted business plan is essential to validate your business idea and secure financing. The U.S. Small Business Administration offers a comprehensive guide on creating a business plan, which can be a valuable tool.
Additionally, you may need to file a trade name for your business. Please refer to the Town Clerk’s website to determine if this is necessary.
2. Connect with Business Development Resources
For assistance in refining your business plan, the Connecticut Small Business Development Center (CTSBDC) offers comprehensive advising services. This federally funded program supports small business development with services covering business formation, management, and growth, including access to capital, financial management, operations, and marketing. Current and future business owners can meet with CTSBDC advisors virtually or in person at WORK_SPACE in Downtown Manchester.
If you have a business concept to discuss, need guidance on location, or are planning construction or expansion, feel free to reach out to our Economic Development staff. We can help connect businesses to other resources and help with possible locations.
3. Choose a Location
Choosing the right site is important for the success of your business. Ensure that your location and facilities comply with zoning regulations and building codes. You can refer to Manchester's zoning map(PDF, 18MB) to determine the best area for your business.
Make sure your type of business is allowed at your desired location by contacting the Zoning Enforcement Officer at (860) 647-3057. If you are still seeking a location, the Connecticut Economic Resource Center's SiteFinder can help you find available properties. The Town Planning & Economic Development department is also available to assist and can be reached at (860) 647-3044.
4. Contact Planning & Economic Development
If your business requires the development of a new building, expansion of an existing building, or significant site work, Planning, Zoning, or Wetlands permits may be required. Any new developments should comply with Manchester’s Plan of Conservation and Development and Wetlands Regulations.
Contact the Town Department of Planning & Economic Development at (860) 647-3044 to discuss possibilities for your business. Staff will answer any questions about the process of opening a business in Manchester and advise you on how to proceed.
5. Review Necessary Building Permits and Inspections
Before beginning remodeling, repairs, demolitions, or new constructions, it's essential to obtain all necessary permits. For a detailed list of required permits, please refer to this page.
All new developments must comply with Manchester's Plan of Conservation and Development and Inland Wetlands and Watercourses Regulations. For information on necessary permits, please consult this page.
The Building Inspection Division oversees building plans for code compliance, issues building permits, and conducts inspections for construction and fire safety systems. The Fire Marshal’s Division performs fire alarm and suppression inspections.
Don't forget that new signage requires a building permit, too! If your business is downtown, signage must comply with the Downtown Architectural Design Guidelines.
Once your property receives final occupancy approval, you are ready to open your business.
Congratulations and welcome to Manchester!
